Proposed bylaw revisions to be voted on in March 2011:
The bylaws committee suggests the following changes. All articles and sections will be renumbered after the removal of sections listed below. (See the current bylaws here.)
Section 2.
- A. Membership shall consist of active, student, retired and honorary
- B. Retired members instead of members emeritus
Section 3.
- A. Active members are those who are actively engaged in any aspect of communications
- B. REMOVE entire subsection
Section 4.
- A. Remove - from part-time and full-time; change six months to one year
- B. rewrite last clause to read …shall not hold the offices of president or first president, except at the discretion of the board of directors. Shall be allowed to vote.
Section 5.
- Change emeritus to retired members for all sections; remove asterisks.
Section 6.
- Removal entire section. Change numbering on all following sections.
Section 7.
- Becomes Section 6, change "publications" to "communications.
Section 8.
- Becomes Section 7, add student to active membership; … make application to WPCI or NFPW. (remove rest of sentence). Add sentence: Membership shall become effective upon payment of state and national dues.
Section 9.
Article IV
Section 1.
- Change officers to simply: President, VP, Secretary and Treasurer.
Section 2.
- Shorten to may be re-elected to subsequent two-year terms.
Section 3.
- Remove entire section. Renumber subsequent sections.
Section 6.
- Eliminate first sentence; shorten second to …shall be circulated prior to the annual meeting
Section 10.
- …majority vote (add) of those present
Section 12.
- Remove "first" from vice president.
Article V
Section 4.
Section 5.
Section 8.
- A quorum shall be defined as 10 percent of the membership (change 12 to 10).
Article VI.
Section 2.
- Remove last sentence, beginning "adjustments…"
Section 3.
- Remove entire subsection B "dues are payable.."
Article VII.
Section 4.
- A majority of the Board of Directors shall constitute a quorum of the board. (change from eight voting members)
Article VIII
Section 1.
- The executive committee shall consist of the president, vice president, secretary, two past presidents and treasurer. Keep parliamentarian part.
Article IX
Section 2.
- Second sentence, shorten to …shall appoint parliamentarian and committee chairmen (leave out all other appointees, no longer in effect).
Section 4.
Section 5.
- First sentence, horten vice presidents to vice president. Second sentence, instead of president, vps, etc. use the word "elected officers." Remove last sentence.
Section 6.
- First sentence, change to vice president from first vice president. Second sentence, after Membership Committee add "and other committees assigned by the president." Remove rest of paragraph.
Section 7.
Section 9.
- Change recording secretary to secretary; add "and execute all correspondence as necessary to end of sentence. Eliminate rest of paragraph.
Section 10.
Section 11.
- Remove "and serve on the yearbook committee"
(c) …will be submitted to the president for approval; remove last sentence and information about filling out a voucher.
Article X
Section 1.
- Add Awards, bring *A and B to Section 1 and change *B to read …honored the May meeting.
Section 2.
- Standing committees shall be determined by the Executive Committee as needed (eliminate list of committees). Eliminate all other sections.

Section 2.
- Change "published in an official publication of WPCI" to "circulated to members."
New Article?
We need to draft a new article that specifies what happens if and when the organization is dissolved. Donna Penticuff suggested the following:
- Upon dissolution of WPCI, the officers shall, after paying or making provision for the payment of all the liabilities of the corporation, dispose of the remaining assets of the corporation to such organizations organized and operated exclusively for charitable, educational or scientific purposes which at the time qualify as exempt.
The fine print:
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble and to petition the government for a redress of grievances. -- First Amendment of the Constitution of the United States
